Deputy Clerk Alex and Village Attorney Stillman outlined a plan for shorter agenda titles, condensed on-floor motions and briefer presentations at Village of Orland Park board meetings, saying the changes would preserve transparency while reducing meeting length.
"We are not changing the content of how we draft our items," Deputy Clerk Alex told trustees. He said the full, long-form motion language would still appear in staff reports and on the village website, and that on the dais trustees could instead say, for example, "I move to approve the ordinance as presented." Village Attorney Stillman said that approach complies with the Illinois Open Meetings Act while eliminating repetitive language read aloud during meetings.
The proposal covers three main adjustments: shorter, standardized agenda titles; allowing trustees to state a short motion on the floor while the full motion remains in the staff packet; and asking presenters to deliver condensed slide decks during the meeting while making full presentations available online in advance. Stillman emphasized the public would retain access to full materials, and that the change is procedural rather than substantive: "Everything in the agenda will still be there," he said.
Trustees questioned how shortened motions and increased use of voice votes might affect record-keeping and the public’s ability to see details of expenditures. Trustee Healy asked whether some routine votes could be handled by voice, and Stillman said voice votes remain appropriate for non-expenditures but recommended roll-call votes when spending decisions are involved. Trustee Milani and Clerk Norwell both stressed that although titles may be shortened for aloud reading, documents must remain accessible to maintain transparency.
After discussion the mayor indicated there was no board objection to beginning the streamlined procedures immediately; staff will work with the clerk to shorten titles and with presenters to prepare condensed materials while retaining full records online.
