"We told them, 'Take that 600 million and spend it,'" said Representative Miss Scott in a floor statement highlighting the appropriations language that authorized Medicaid to use recovered funds for operations; she urged colleagues to keep accountability and reminded members the shortfall had been known for some time. Miss Scott said the House and budget committees were aware of Medicaid’s trajectory and warned colleagues the funding pressures would recur next year.
Members asked whether the conference report included study requirements to examine the causes of the escalation, such as managed care or other drivers; the chairman said there was no study included in the conference report but that a study committee would likely work over the summer to analyze drivers and potential remedies.
The conferees defended the package as necessary to maintain operations. After debate, the House adopted the Medicaid conference report and continued with other items.
