During discussion an unnamed K‑9 handler described the dog’s training (narcotics, apprehension and tracking), noted the animal was purchased from a kennel and that some commands are in German. The handler said the dog has monthly continuing training — a stated minimum of 16 hours per month — and that early operational uses have already assisted at least one track that yielded evidence that otherwise wouldn’t have been found.
Council members asked about contract language addressing the possibility the handler leaves or the dog is retired; staff said the contract includes prorated reimbursement provisions so the city is recouped if the handler departs before a set term expires. The council voted yes on the resolution in a recorded roll call.
