Bloomington delays Hopewell South vote after council, mayor and residents debate housing tradeoffs

Bloomington Mayor Carrie Thompson used her March 31 state‑of‑the‑city address to highlight Hopewell South, a planned redevelopment of the former IU Health Hospital site aimed at increasing attainable housing. Thompson described the project as "one phase of the broader push" and urged council members to use the coming weeks to work through details.

"Hopewell South is just the first phase of a much larger neighborhood," Thompson said, and she asked council members to convene a series of meetings throughout April to "pound out the final details of Hopewell's initial phase."

At a subsequent council deliberation, consultant Ally Thurman said new regulations and revised property lines would cause the Hopewell plan to lose 14 homes and three accessible units. Council members discussed conditions tied to lenders, mortgage terms and permanent versus temporary affordable housing requirements. Nathan Ferrer, executive director of the Bloomington Housing Authority, urged timely action and said the project was designed to expand access to ownership and test new approaches to attainability.

Public commenter Steve Bishop questioned whether the council had sufficient real‑estate and lending expertise to make decisions about attainability, arguing that the council's scope is limited on issues like taxes and insurance. "Unless you plan to cap those somewhere, there is no affordability permanence for any of this," Bishop told the council.

After continued debate, the council voted to delay further discussion of the Hopewell South PUD until its next meeting on April 22 so members and staff can work through the outstanding conditions.
