House creates Positive Youth Development Commission to address youth mental health and suicide prevention

The Kentucky House on March 26 approved House Bill 686, which establishes a Positive Youth Development Commission to coordinate community-based supports and resources aimed at reducing youth mental-health crises, self-harm and suicide.

The lady from Kenton, explaining the bill, said the commission would set a statewide coordinated framework, define core terms and create a sustainable funding mechanism using social-media lawsuit settlement funds. She said the bill was developed with behavioral-health experts and the Attorney General's office and would create regional stakeholder networks to assess local needs.

Floor amendments removed duplicative nomination language and clarified statutory references at the Attorney General's request. The sponsor and questioners discussed the timing and availability of settlement funds; the sponsor said there had been movement on settlements and she anticipated funding but could not yet specify amounts.

Lawmakers also asked about required membership and whether additional specialties (for example, domestic-violence or rape-crisis experts) could be added as implementation identified local needs; the sponsor said the commission's regional stakeholder process would identify that need.

The House passed the amended bill by recorded vote (85 yeas, 7 nays). The bill now moves toward enrollment and implementation planning pending settlement funding details.
