Moraine City Council approves $1.13 million road contract, $150,000 for restroom trailers and a finance-director pay adjustment

Moraine City Council voted unanimously March 12 to approve a series of measures including emergency funding for restroom trailers, a road-construction contract and a salary adjustment for the finance director.

The council suspended the rules and adopted Ordinance 2227-26, a supplemental appropriation adding $150,000 to the capital improvement fund (building maintenance) to purchase restroom trailers. The ordinance was approved by roll call with all members voting yes.

Council then approved Resolution 8223-26, authorizing the city manager to accept BTI, Inc., doing business as American Engineering, to supply restroom trailers at a total cost not to exceed $150,000.

Members next considered Resolution 8222-26 to accept the bid from Barrett Paving Materials Inc. for the Ketaring Boulevard Improvements Program. The bid amount listed in the resolution title was $1,129,626; council discussion noted that the resolution body references a 10% contingency that produces a larger total (the transcript lists a contingency total of $1,242,558.60). A councilmember asked for clarification that the title lists the base bid while the body authorizes the contingency and change orders; council approved the resolution by roll call (all yes).

Council also added and approved Resolution 8224-26, a base-salary adjustment for the finance director effective Feb. 27, 2026. The resolution passed by unanimous roll call.

By voice vote, and then roll call, council directed the clerk to file a response of "no objection" with the Ohio Division of Liquor Control for a permit-transfer notice (permit 1013844-1) for an establishment at 4953 North Springboro Pike; staff noted the location is within 500 feet of Lehigh Park but council members said traffic and other factors make direct access unlikely and agreed to the "no objection" filing.

All formal votes recorded at the meeting were unanimous in favor. None of the measures passed at the March 12 meeting was amended on the floor.

What happens next: the purchase and contract authorizations allow the city manager to execute contracts and change orders consistent with the approvals; the finance-director salary adjustment is effective Feb. 27, 2026.
