Delegate Seabold urges passage of speed-camera conference report after local student deaths; House adopts bill

Delegate Seabold told the House that the conference report on House Bill 994 would give localities a proven tool to slow drivers and reduce fatalities.

“This tragedy devastated my community,” Seabold said as he described a 2022 crash near Oakton High School in which 15-year-old Leon Yan and 14-year-old Aydah Martinez Nasco were struck and two other students were seriously injured. He said similar crashes have occurred in multiple districts this session and urged colleagues to “put your words into action.”

The conference report aligns the House and Senate positions on photo speed monitoring devices, narrows placement to high-risk corridors (referred to in the bill as red zones, limited to areas under 45 miles per hour), and includes privacy and anti‑profit safeguards. The sponsor said localities will be limited to using revenue from camera programs for road-safety projects and that the text requires advanced warnings such as speed-display signs before camera enforcement.

The House adopted the conference report by recorded voice vote, with a tally announced as 60 yes and 34 no.

The bill’s sponsor urged jurisdictions to implement the new tools with attention to data privacy and due process. The conference report and vote record were made available to members and the public as the House processed a series of additional conference reports.

The House moved on to other conference reports after the vote; the session adjourned to reconvene the following day at 10:00 a.m.
