Molly Fogerty, head of Springfield’s public libraries, told the FY27 budget hearing the system saw roughly 550,000 visits across branches this year and a projected 15% increase in items borrowed. She said the library network runs 277 open hours a week, operates adult- and early-literacy programs, and delivered more than 3,000 programs that attracted about 55,000 attendees so far this year.
Fogerty described the library’s funding mix: state aid to public libraries (cited in the presentation as roughly $614,000 projected for FY27) and annual support from the Springfield Library Foundation (she said the foundation contributes about $500,000 a year). Those offsets help the library meet an internal target for materials spending; Fogerty explained that, under commissioners’ guidance, the library aims to spend a set percentage of operating funds on materials and that final materials allocations will be adjusted once the administration’s overall budget is set.
Questions from councilors and staff touched on restoring statewide database funding and grants for citizenship classes; Fogerty said she expects some restoration via IMLS and cited an “explore” grant of about $4,000 for citizenship programming.
Fogerty thanked the mayor, the finance team and the Springfield Library Foundation for supplemental support and said branch expansion projects—including a new East Forest Park branch—remain priorities.
