At the Jan. 27 Birmingham City Council meeting the body took several formal actions during its business session.
Consent agenda: After corrections and the addition of an item, the consent agenda (multiple items spanning pages 2'13) was moved and passed unanimously.
Network security assessment (Item 22): The council approved a resolution authorizing payment of $52,080 to conduct a network security assessment under the referenced state contract. The item was moved, seconded and passed; afterwards a member asked to change their vote to abstain and the council reconsidered before recording a final approval with one abstention noted.
Freedom Center package (Items 15, 17, 18): The council approved ordinances and a funding agreement to appropriate $10,000,000 for construction of a Freedom Center, authorize the issuance of $10,000,000 in bond‑anticipation notes and execute a ground lease for 20 years at $1 per year to the historic preservation authority. The law department said using the existing preservation authority can improve grant and tax‑credit eligibility. The package passed; the clerk recorded one no vote.
In other action, a proposed professional services agreement with Ebony and Moya MD (Item 23) for jail medical care (not to exceed $100,000 annually) was referred to the Public Safety Committee for further review rather than being approved on second reading.
Next steps: Items referred to committees will return for further consideration and staff will follow up on implementation details for approved items.
