City Engineer Clark Kent Fugal presented proposed revisions to the engineering standards forward recommending Cedar City adopt the 2026 APWA Utah Manual of Standard Specifications and the 2026 APWA Utah Manual of Standard Plans as the city’s baseline construction specifications and drawings.
"Cedar City Corporation has adopted the 2026 APWA Utah manual of standard specifications and the 2026 APWA Utah manual of standard plans," Fugal said, explaining the proposal would let staff rely on the APWA standard for items the city currently lacks and simplify local documentation. He added that where sections four and five of Cedar City standards conflict with APWA, those local sections would govern unless the city engineer approved otherwise in writing.
Commissioners asked whether the change would raise costs for homeowners or builders. Fugal said it would generally not increase costs and could reduce them in some cases, citing storm‑drain details that are less expensive in APWA than the city’s current prescription. Commissioners agreed to minor text tweaks requested by staff and voted to recommend the forward to city council.
