Commission approves partnership with Garden City business alliance to improve Main Pavilion

The Parks & Recreation Commission voted to approve a sponsorship partnership in principle with the Garden City Business Alliance (GCBA) to support improvements to the Main Pavilion, including electrical upgrades and potential bathroom work.

"We thought maybe we could sponsor the pavilion and as funds are available, the GCBA would be able to do some enhancements or upgrades like the electrical," GCBA President Jackie Har told commissioners during public comment. GCBA Secretary Elaine Salter described the group’s three‑decade local concert series and said stronger pavilion infrastructure would help attract larger bands and visitors.

Commissioners said they supported the idea but raised procurement and signage questions. One commissioner asked that any agreement follow Garden City purchasing rules and leave final approval of naming/signage and scope to the city; GCBA representatives said they did not expect naming rights to be a primary goal and were open to a flexible, annual agreement or volunteer‑hours options. The commission asked staff to draft simple verbiage and a prioritized wish list that could be revisited annually.

Next steps: staff will work with GCBA representatives and Public Works to produce a scope and estimate, pursue quotes where appropriate, and return with formal draft language for commission review.
