The Santa Barbara Local Agency Formation Commission set a May 7 hearing to adopt a final budget after receiving a staff presentation on the proposed fiscal year 2026–27 budget.
Executive Officer Mr. Prader told commissioners the draft budget increases total appropriations by "just over $44,000 to a total of 680,280," a rise of roughly 4 percent from the prior year. He said the enlargement is driven by three factors: a 3.6 percent CPI adjustment for the executive officer, funding new mid‑year staff positions (a senior analyst and an analyst/clerk) that increased the salaries-and-benefits line, and higher county cost-allocation and pension rates. "The pension contribution rate increased up to 11.75 — that's up from the prior year at 10.64," he said.
Prader said staff proposed using $25,000 of contingency reserve this year (up from prior practice of $20,000) and asked the commission to consider revising LAFCO's reserve policy ceiling from the current 30–50 percent of operating budget up to 70 percent to provide more flexibility.
Commissioner Nelson asked about revenue assumptions and noted a grant-related miscellaneous revenue line rising from about $6,000 to roughly $21,000; staff confirmed the increase reflects anticipated grant administration revenue. Nelson also sought clarification about staff salary changes; Prader said the larger increase in the salaries-and-benefits line reflects the addition of positions rather than a across‑the‑board raise for existing staff.
No members of the public requested to speak on the item. Commissioners discussed the growth in staff capacity and the trade-offs of member-agency assessments before moving to formal action.
Commissioner Nelson moved and Commissioner Hartman seconded a motion to set a May 7 hearing to receive public input and adopt a final FY 2026–27 budget consistent with staff recommendations A–C. A roll-call vote was taken and the motion passed unanimously.
What happens next: LAFCO staff will distribute the draft budget to member agencies for review as required by Government Code, finalize required environmental findings or notices, and return May 7 for a final adoption vote.
