The Birmingham City Council approved a city business development loan of up to $150,000 to Ezell's Express Crestwood LLC to fund build‑out and equipment for a new fast‑casual restaurant at 7724 Crestwood Boulevard.
Lisa Cooper of the mayor's office of economic development told the council the requested loan would carry a 24‑month term at 2.74% interest and be fully secured by Regions Bank. Staff said the project represents the first Birmingham location for the owners and would create about 25 new jobs. The proposed restaurant will operate as a fast‑casual catfish and comfort‑food concept with dine‑in and drive‑through service.
Owner Agnew Hall told the council he and partners had invested more than $200,000 in renovations and sought support to complete the project. "On behalf of my family and a long journey, I'm truly grateful to be standing in front of you and excited to be in the city," Hall said.
Several council members expressed support, noting a shortage of cab‑able or hospitality services in some neighborhoods and welcoming new small businesses. The record shows the item passed when brought to a vote.
