At the meeting’s public comment period multiple residents urged the County to scrutinize the California Forever (Flannery Associates) development proposal and its relationship to Travis Air Force Base and regional water supplies.
“Within two weeks of getting an amended plan the Air Force put out this statement saying that, again, it met all their guidelines,” said Michael Hayes, who addressed the board by name. “This is completely corrupt. Is the Pentagon and the federal government taking pointers from the Kremlin? This is the sort of nonsense I expect.” Hayes argued development costs would be shifted to the public via infrastructure expansions and school and utility impacts.
Other speakers echoed concerns that rapid agency responses and large‑scale water reallocation could harm Solano County agricultural interests, particularly the wine industry and local growers. One commenter urged the board to resist encroachment that could eventually undermine the relationship between the county and Travis AFB.
Board members did not take formal action on the comments, but supervisors acknowledged the concerns and said the issues raised would be considered in ongoing land‑use and base‑community conversations. The board then moved on to the regular calendar.
