Livingston Parish Planning Commission approves multiple site plans, discusses drainage for new subdivision

The Livingston Parish Planning Commission on May 7 approved minutes from its April 7 meeting and a slate of development items, with engineering staff recommending approval on each project.

The commission approved a final site plan for Harvest Church’s proposed open-air pavilion and later took a separate final-site vote to formalize that approval. Engineering staff said “All of our comments have been addressed and we would recommend approval,” and confirmed the project meets the drainage-exception criteria for properties with less than 20 percent impervious area. The commission also approved a Waffle House site plan for the northeast corner of Commercial Drive and Vincent Road and accepted a Dimco Magnolia Beach Road final site plan that includes landscaping and a required barrier to address neighbor concerns.

On a separate agenda item, the commission approved the second preliminary plat for Ashland Trace, first filing. Rudy Cinco of Macklin Taylor said the developer produced a drainage impact study and a traffic impact study and coordinated modeling with Drainage District No. 2. Commissioners pressed the applicant about rerouting a waterway and whether U.S. Army Corps of Engineers permits would be required; the project team said Army Corps approval would be part of the permitting process.

Commissioners also raised a public-notice issue for Ashland Trace: a sign placed in 2023 was reported to be down or deteriorating. Planning staff said the sign must be in place during construction and that it will be restored prior to work.

Parish attorney praise and department approvals closed the meeting. Chair reminded commissioners of a May 12 meeting at 6:00 p.m. and then adjourned.
