The Clarke County Business Development and Workforce Taskforce met May 13 at the Bobby Snipes Water Resource Center to review subcommittee recommendations for ARPA-associated spending aimed at worker supports, job training and small-business growth.
Facilitator Kara Fresk summarized issues and gaps identified in one-on-one interviews with taskforce members and framed priorities for subcommittee work. The group reviewed the taskforce’s ARPA charge and noted that funds are associated with that charge; the meeting minutes do not specify dollar amounts.
The Worker Empowerment Sub-Committee recommended several worker supports, including onsite childcare or childcare assistance, employer education on employee rights, on-site compliance checks for benefits and wages, confidence-building measures for workers, organizing for better working conditions, and pamphlets or resource guides to inform employees about benefits and rights. Taskforce notes did not attribute these recommendations to a single speaker.
The High Wage Employment Sub-Committee focused on preparing Athens residents for available jobs by aligning training with employer needs, promoting skills awareness at community events and through media, increasing access to short-term trainings, and identifying training providers for sectors such as welding and advanced manufacturing.
The Small Business Development Sub-Committee discussed expanding Clarke County’s revolving loan fund, promoting self-sustaining business models to create sustainable jobs, offering startup assistance, and targeting youth and senior development. Members identified potential partner organizations for training and outreach, including Chess & Community, the Boys & Girls Club, ACCA, Athens Technical College and the Economic Justice Coalition. The group also noted the Inflation Reduction Act as a possible incentive source for green jobs initiatives.
Procedural actions during the meeting included unanimous approvals of the day’s agenda (moved by Wesley Mellina, seconded by Ilka McConnell) and approval of the April 29 meeting minutes with added board notes (moved by Ilka McConnell, seconded by Commissioner Tiffany Taylor). Facilitator Kara Fresk proposed adjournment; Commissioner Tiffany Taylor moved to adjourn and Ilka McConnell seconded; the adjournment motion passed unanimously.
The taskforce confirmed upcoming sub-committee working meetings on May 20 and June 3, full sub-committee presentations on June 10 and a prioritization meeting on June 17. The recommendation to the mayor and commission is due June 26; subsequent mayor/commission sessions are scheduled July 9 (work session), July 16 (agenda-setting) and an August 6 voting session.
Next steps: subcommittees will continue work in the scheduled meetings and prepare materials for the June 10 presentations; the meeting minutes do not specify implementation timelines, estimated costs, or exact ARPA funding amounts for any recommendation.
