Staff reported an after-the-fact infill and concrete installation in the parkway and front yard at 805 Austin Drive (Sunset Heights Historic District) and said the work was done without prior HLC approval.
Staff described parkway paving as a recurring violation and urged the commission to think about precedent and the district’s character. As a compromise, staff recommended that any approval require a minimum of 50% living ground cover (succulents or native plants were expressly allowed), allow landscape installation within three months, and withhold issuance of new permits until the violation is corrected.
The owner or owner’s representative was not present online. The commission therefore moved item 3 to the end of the agenda to allow staff time to contact the owner; no final decision on approval or the staff-recommended modification was made during this meeting.
Staff framed the recommendation as protecting the streetscape and discouraging a pattern of impervious parkway conversions that could spread across the district; commissioners voiced appreciation for a compromise that preserves green space while allowing some flexibility.
