Public works staff updated the Reno County Commission on sewer and water district projects and an ongoing rate study at the May 31 meeting.
Staff reported progress stalled on planned Habit and Yoder sewer-district improvements because the proposed Kansas Law Enforcement Training Center (KLETC) expansion may require additional land purchases; negotiations are underway with landowners. The county's rate study shows current rates cover operating costs but do not build substantial capital reserves, and staff said the Yoder district has virtually no reserve while the Habit district has a small reserve.
Commissioners discussed options including re-examining existing infrastructure partnerships with nearby cities and initiating a modest rate increase now with additional increases later to build capital funds. Staff said they will work with consultants on financing options and return with a proposed resolution and rate structure.
