The Dobbs Ferry Planning Board discussed a concept plan May 7 for rebuilding a failing Palisade Street retaining wall and adding public lookouts and potential sidewalk alternates. The board favored prioritizing a compact viewing platform and materials choices that would fit a constrained, steep site.
Planning staff presented an illustrative plan that envisioned a series of lookout bump-outs and pedestrian connections as part of a long-term effort to knit waterfront parks and upper streets together. Board members and engineers cautioned the site's subsurface conditions include poor fill soils and a deep municipal sewer trunk line under the roadway, limiting deep-foundation options and requiring tie-back or spread-footing approaches.
Members identified the viewing platform as the priority if budget is limited and requested staff produce a short memo with material and railing options (timber guardrail, stainless-wire alternatives, and possible stone or gravel surfaces) for the trustees. Staff noted alternates for a sidewalk could be bid but that the platform would help complete a missing link in a larger waterfront circulation plan.
The board asked for further details on grading, drainage and costed alternates and said they would provide feedback on preferred materials and railings before the trustees finalize bid documents.
