Planning staff presented the city's 2025 Annual Progress Report required by the state Department of Housing and Community Development. The report showed 79 residential units completed in 2025 and 110 building permits issued during the reporting year. The city recorded 39 permitted accessory dwelling units (ADUs), above the program target of 25 ADUs.
Staff explained that regional housing needs allocation (RHNA) obligations remain challenging: Yucaipa's eight-year RHNA requirement of 2,866 units would require roughly 502 units built per year to meet the total shortfall, a pace staff said is unlikely given current market and financing conditions. Planning staff said they will continue code and housing-element implementation, including a comprehensive development code update and other targeted programs.
The council received the report as an informational item; staff said the APR will be used for state reporting and to guide local implementation actions. No formal policy change was adopted at the meeting.
