The Land Use and Building Management Committee approved a construction contingency increase to permit a design‑build rooftop photovoltaic system at South Norwalk Elementary School.
Staff and administrators said the project has gone through an extended planning and approval process and that the rooftop system is being added using remaining construction contingency rather than an out‑of‑cycle capital appropriation. Alan (building management) told the committee the rooftop array is expected to generate roughly 40–45% of the school's electric consumption due to limited usable roof area in an urban, multi‑level building: "for urban city... available rooftop square footage is much smaller... so the ability to generate 100% electricity is just not going to happen," he said.
Staff also explained why a ground‑mounted system is not part of the approved package: municipal electric utilities in Connecticut face regulatory and market constraints for exporting bulk generation built by third parties, and a large ground array would require different interconnection and contractual arrangements. At the same time, the administration said the project qualified for favorable state reimbursement that made the capital approach feasible.
Committee members thanked staff for pursuing options and for the multi‑year effort to assemble a financing and implementation strategy. Staff said panels are expected to be installed over the coming summer subject to procurement and delivery timelines.
