Hoover council declares 3766 Abby Glennway a public nuisance, authorizes abatement

The Hoover City Council adopted Resolution 878326 declaring the property at 3766 Abby Glennway a public nuisance and authorizing staff to pursue abatement and remedies in a court of competent jurisdiction.

City staff presented photographs and on-site findings to the council. Mr. Martin told the council enforcement had documented exterior storage of dilapidated furniture and household items, multiple appliances stored outdoors (including a freezer and a small convection oven), and an accumulation of landscape and organic debris producing odors and standing water that were attracting mosquitoes. Staff said some of the homeowner's material described as "mulch" contained rotting material that generated a substantial odor affecting neighbors.

Because staff found multiple code violations of the property maintenance code and related city ordinances, they recommended declaring the site a public nuisance and authorizing action to remedy the conditions. No members of the public spoke during the hearing. After council discussion, the motion to declare the property a nuisance and authorize abatement passed on voice vote.

Next steps: Staff will pursue abatement procedures and legal remedies as authorized by the resolution.
