Bryan ' The Bryan City Council authorized the mayor to enter into a contract for the 2026 asphalt resurfacing program after staff reported receiving two bids and presenting an engineer's estimate.
Staff said the engineer's estimate for the project was $836,862 and named two bidders: Girkin Paving and Helms and Suns Excavating. In the meeting record Girkin was identified as the low bidder (the transcript shows the bid numeric string as "73425310"). The council suspended the rules and approved awarding the contract to the low bidder to resurface streets in the East Village area, Olive Drive, Lida Court and other east-side locations discussed by staff.
No council member objected during the brief discussion. Public Works will finalize contract documents with the awarded bidder prior to work scheduling.
This action followed typical municipal procurement practice: staff presented an engineer's estimate, identified low and other bidders, and sought council authorization to execute a contract. The council took a recorded unanimous vote to approve the authorization.
