Abby Dobson, audit director with Forbes Mazars, presented the City of Beatatric s annual comprehensive financial report and said the firm issued an unmodified ("clean") auditor s opinion for the fiscal year ended Sept. 30, 2025.
Dobson told the council the full report runs 144 pages and recommended the management s discussion and analysis section for readers who want a concise summary of year-over-year changes. She said auditors proposed one adjustment to accrued interest payable and related interest expense, and that no significant deficiencies or material weaknesses in internal control were identified as part of the audit work.
Council members asked for clarifications on specific line items, and staff pointed to pages in the report for construction values, federal awards schedules (noting federal awards in the millions), and landfill closure and post-closure liability calculations. The audit letter also listed newly adopted accounting guidance (GASB Statement 101 on compensated absences) and described the scope and limitations of audit procedures.
Hannah (city staff) and Abby Dobson said adjustments identified during testing were made in coordination with management; Dobson thanked city staff for the cooperation that helped limit audit adjustments.
