Kingsburg awards $41,150 contract to repaint water tower and downtown sign, reallocates senior-center funds

The Kingsburg City Council voted to award the water-tower recoating project to CG Codings for $35,500 and approved change order #1 for $5,650 to repaint the Kingsburg Swedish Village sign on State Route 99, for a total of $41,150. Council approved a budget amendment reallocating part of the funds previously set aside for senior-center roof repairs to cover the work.

Civil engineer Dave Peters told the council the city advertised for bids on January 26 and received five responsive bids on February 17, with the low bid from CG Codings. Peters said staff requested a bundled price for the nearby Kingsburg sign to achieve economies of scale and received a competitive quote of $5,650 for that repainting. “The low bid was submitted by CG Codings in the amount of $35,500,” Peters said, and staff recommended awarding the project and adding the sign repaint as a change order.

Peters said the contract specifications call for an industrial marine paint meant to resist sun and weathering, similar to the coatings used when the tower was last painted in 2009. Council members pressed on paint durability and whether the sign work would match existing mural colors; Peters replied the sign would be touched up to the original mural scheme and that the contractor will handle minimal vegetation trimming necessary for painting.

Staff explained the senior-center roof repairs budgeted this year are likely to occur later in the summer because solar panels must be removed before re-roofing; to avoid delaying the tower work, the council approved using a portion of the $60,000 senior-center line item this year and returning roof work to next year’s budget.

The motion to award the contract and approve the budget amendment was made, seconded and carried after a voice vote; one member voiced opposition. No members of the public spoke on the item.

The council’s action authorizes staff to finalize contract documents and proceed with the work; staff said the contractor will provide performance bonding and the city will issue change order documentation for the sign repainting.

What happens next: Staff will complete contract documents and schedule the work, and the city will track the senior-center roof repairs as part of next year’s budget cycle.
