Moraine City Council committee approves $198,990 sidewalk contract, OKs $21,000 signal rewire transfer

The Moraine City Council committee of the whole voted unanimously to award the 2026 sidewalks and curb ramps contract to the apparent low bidder and approved a staff request to transfer funds for a traffic-signal rewire.

At the meeting, which convened at 6:38 p.m., the city’s presenting staff reported eight bids for the sidewalk and curb‑ramp project. “The apparent low bidder was Ner Paving with $180,900,” the city engineer told the committee, and with a 10% contingency the recommended contract total was $198,990.83 — well below the project’s $300,000 budget. Staff recommended awarding the contract to the low bidder.

A council member moved to award the contract as recommended. The committee then approved the award by roll call: Mr. Miller, Mr. Dy, Mr. Del, Mrs. Wit, Mayor Murphy and Miss Marcus each voted yes.

Separately, staff described repeated failures at the traffic signal at Springboro Pike and Cobblegate Drive and said Capital Electric recommended rewiring the intersection. The contractor estimate was $18,933, plus a 10% contingency ($1,893.30), bringing the total to about $20,826.30. Staff said they would transfer roughly $21,000 from the annual street improvements program to cover the work; no formal legislation was required for that transfer.

City staff closed the meeting with routine departmental updates; most departments reported no items. The committee adjourned at 6:45 p.m.
