On May 7 the Smyrna Planning Commission voted 4-3 to approve the plat dedication for Spring Branch (part of the Scribe Branch PRD), a mixed townhome/single-family project, subject to standard staff comments including labeling of a 20-foot utility easement and minor civil corrections.
Staff said the submission dedicates public and private access easements, water and sewer utilities, and shows a right-of-way for a future extension of Imperial Boulevard. "With those remaining comments, staff would recommend this to you," the planning director said.
Discussion centered on a consistency argument: some commissioners said that allowing private drives and hammerheads in prior cases created a precedent that they did not want to repeat, while others noted the PRD process includes front-end review and built-in mechanisms (HOAs, specifications) that distinguish it from ad hoc private-drive lot approvals. After a standard motion and then a roll-call on a subsequent contentious item the commission recorded a 4-3 result on a later vote; for the Spring Branch dedication staff recommended approval and the motion carried.
Commissioners asked staff to confirm minor labeling and plat-recording items prior to permit issuance. The commission also used the meeting to underscore the importance of consistent application of subdivision standards when nonstandard private-drive solutions are proposed.
