Committee approves modest safety standards for energy generation and storage systems

House Bill 5472, intended to improve safety planning and response for renewable generation and energy storage facilities, was advanced by the committee with discussion focused on operational clarity and first‑responder roles.

Representative Foster, a sponsor of the bill, described it as "a very modest proposal" intended to ensure responders and municipalities have clear contacts and deenergizing procedures in the event of incidents such as fires at solar or battery storage sites. "These conversations ought to not be complicated," Foster said, adding the bill reflects consensus built from discussions across agencies and stakeholders.

Several members raised substantive concerns about language that gives the siting council discretionary authority and leaves undefined standards for conditional approvals. Representative Buckby described the draft as having "a lot of holes" and warned the bill could create future problems if the council's discretion lacks minimum standards; Buckby urged adding fire marshal and municipal emergency representation to working groups.

Foster acknowledged those concerns and said she would pursue including a fire marshal or comparable public‑safety representative in the working group and clarify criteria for conditional approvals. The committee approved the bill to be JF to the floor (LCO 3453); members said they expect further amendments to address public‑safety representation and clearer siting criteria before final passage.
