Commission approves Shops at Sandy Lake plan and replat after residents voice traffic and tree concerns

Coppell's Planning & Zoning Commission voted to approve a revised detailed site plan and replat for the Shops at Sandy Lake on March 19, a project that consolidates two previously proposed buildings into a single 14,480-square-foot center and shifts the parking to the front of the lot along Sandy Lake Road to minimize vehicle circulation behind nearby homes.

Staff noted the site will retain a masonry screening wall along the southern perimeter and preserve several trees while planting dozens more (39 trees preserved, 38 overstory trees proposed). The applicant's design also places trash enclosures on the west side away from residences and proposes a 500-square-foot patio that can be accommodated without additional parking; larger patio areas would trigger supplemental parking requirements.

Several nearby residents spoke in opposition, citing concerns about traffic operations at the Sandy Lake/Denton Tap corridor, loss of green space, nighttime lighting and odors from potential restaurant uses. Commissioners and staff discussed driveway placement and traffic conflict points; city traffic staff said the site did not meet formal thresholds for a warranted signal study but agreed to evaluate driveway placement and potential mitigation measures during engineering review.

The approval was unanimous; conditions include detailed engineering review, updating the downstream drainage analysis, compliance with signage and photometric standards and verification of parking counts with final tenant layouts.
