Staff recommends Lincoln Ofer annexation as best fiscal option; commission asks for revised boundaries and DUC analysis

City planning staff presented a feasibility analysis for several proposed annexation areas and recommended that the city pursue annexation of the Lincoln Ofer area first because staff projected the strongest net fiscal benefit (industrial and commercial parcels with limited housing) and fewer landowners to coordinate with.

Staff described infrastructure opportunities tied to the Oro Verde public utility and a 100‑acre solar project that could help bring power to industrial users west of the old rail line. B County’s director of development services, Paula Danalook, urged the city to include the contiguous Virginia Avenue disadvantaged unincorporated community (DUC) in any annexation; an adjacent mini‑storage owner, Cash Colby, asked to be excluded and said he prefers county services.

Staff cautioned that state law may require annexing contiguous DUCs for annexations exceeding 10 acres and that including the ~458‑acre DUC area would change the fiscal numbers. Commissioners discussed alternatives (for example, staying west of the rail grade to exclude mini‑storage parcels or taking the west side of Lincoln) and asked staff to return with a refined analysis showing boundary alternatives, fiscal impacts and likely protest risks prior to recommending council action.
