Commission backs condensed health‑services overlay map and moves draft code toward public hearing

The Oroville Planning Commission on March 26 agreed to advance a revised health‑services overlay district, favoring a condensed Map 1 that concentrates medical‑oriented uses in a core corridor and preserves municipal prohibitions where appropriate.

Staff presented map alternatives and draft municipal‑code language designed to clarify which medical‑or health‑related uses would be permitted by right, which would require administrative permits, and which remain prohibited (for example, commercial cannabis remains prohibited regardless of overlay designation). The overlay is intended to streamline siting for clinics, dentists and outpatient medical offices while keeping potentially sensitive treatment programs subject to additional review and siting away from certain residential areas.

Staff identified coordination opportunities with BAG (the regional transit agency) to improve bus access to the overlay area and planned outreach to affected property owners and stakeholders as soon as the commission confirmed a preferred map. Staff said the overlay project is exempt from CEQA and that a formal public hearing could be scheduled before the planning commission as soon as April, with possible council consideration in May.

Commissioners indicated support for Map 1, asked staff to provide the refined code language and confirmed outreach and signage plans prior to the public hearing.
