Planning commission renews permit for Nomad Horizons cannabis manufacturing at 138 New Mohawk Road

The Nevada City Planning Commission approved a cannabis manufacturing and distribution permit for Nomad Horizons, doing business as Shady Creek Trading Company, at 138 New Mohawk Road.

Staff explained the operation is owner‑run, occupies roughly 1,600 square feet and will infuse cannabis distillate into pre‑processed jerky products and self‑haul hazardous waste consistent with state rules; there are no on‑site retail sales. Staff said previous hazardous materials used in an earlier approval are no longer part of the proposed operation and that the application otherwise complies with local cannabis manufacturing and distribution requirements.

The applicant spoke during the hearing to correct staff terminology and to provide operational background. He said the facility is licensed as a Type‑6 facility and that the operation usually maintains only a small quantity of food‑grade alcohol on site (about a 5‑gallon container), while explaining that sprinklers and other measures were installed to comply with fire and safety rules. The applicant recounted prior financial difficulties and partner departures that led to a lapse of the earlier permit and described business plans to relaunch operations.

After brief commission discussion, the commission voted in favor of the permit and to find the project exempt from CEQA (Public Resources Code section 15301). Roll call recorded unanimous support (Commissioner Simmons — yes; Commissioner Nye — yes; Commissioner Hod/Han — yes; Vice Chair Copton/Cobden — yes; Chair Brown — yes). Staff will provide the applicant the written conditions of approval and a letter describing next steps.
