High‑school counselors warn of FAFSA account and ApplyTexas friction as senior deadlines approach

High‑school counselors told the Higher Education Coordinating Board’s advisory committee that FAFSA completion rates have improved but persistent operational problems are preventing some students from receiving aid.

Sandra Moore, a counselor at Emerald ISD, said many parents and students assume institutions automatically receive confirmation that a FAFSA is complete. "We still need that documentation or something just to know that it's been completed," she said, describing the administrative work counselors do to collect proof and to reconcile records with ApplyTexas or local files.

Erica Ramos of PSJ ISD reported repeated account‑recovery failures and duplicate FSA ID problems. "When we make that phone call to Federal Student Aid, they're advising us to just create a whole another account," Ramos said, noting that advice can create secondary identity conflicts when someone else’s Social Security number is already on file. Counselors also described camera and photo‑ID capture problems during FSA ID verification and said language and connectivity barriers make it harder for some families to complete the process.

Both counselors said small operational changes have helped — for example, updates that keep parents logged in after creating an FSA ID — but they urged continued coordination between the Department of Education, ApplyTexas vendors and local schools. Counselors said they are using opt‑out forms to satisfy graduation requirements for students who cannot complete FAFSA steps before local deadlines while continuing outreach to resolve cases.

The committee did not reach a formal resolution; board staff said training webinars and continued outreach would be available to help districts and institutions navigate identity‑verification and submission workflows.
