TIP forms ad hoc committee to reconsider membership and opioid oversight

The TIP advisory group voted to create an ad hoc committee to examine the group's purpose, statutory footing and membership structure and to recommend whether opioid-funding oversight should remain in the full TIP body or be assigned to separate subcommittees.

Members raised concerns that TIP'which originated under state statute as a community alliance'has evolved and in practice now serves as a reporting forum while subcommittees handle procurement and awards. Several participants argued the full TIP roster is too large for detailed procurement oversight and recommended a smaller voting body for selection and monitoring of awards.

The recorded motion established an ad hoc panel comprised of members named on the record (Rebecca Tbear, Phil Scarpelli, Tracy (staff), Omar Boler, Shaina (school representative), Mimi Hanley, and one or two others discussed on the floor). The motion passed with no recorded opposition in the transcript; staff said the ad hoc will meet next month and return recommendations to TIP in May.

The item is intended as a work plan to provide the BOCC and staff with recommended changes to the TIP resolution and bylaw adjustments if the committee decides changes are necessary.
