Homeless resident urges county action as shelter season ends; commenter says whistleblower policy hard to find online

Several residents used the public comment period at the April 2 Johnson County commission meeting to raise concerns about homelessness and county transparency.

Brian Perkins, who identified himself as homeless, said Project 20 closed for the season and described people experiencing homelessness falling into "full survival mode," urging county action. "I reside and I am homeless. I come to you this morning pretty heavy... it's getting worse and worse and worse as the day goes on," Perkins said.

Ben Hobert of Westwood Hills told the board he had tried multiple searches on the county website for a whistleblower policy and related human resources or ethics materials and could not find a clear posting. Hobert said his searches returned irrelevant results and asked the board to clarify where the policy and complaint procedures are posted so members of the public can find them.

No staff response or formal follow-up was recorded on the record during the meeting. The public comment period also included other speakers whose remarks ranged from local-government suggestions to general civic commentary.
