The Northumberland Board of Supervisors reviewed options for an elementary-school playground and heard from an on-line playground specialist (Joe) about design, accessibility and costs on May 7. Board members confirmed a starting playground balance of roughly $126,000 and discussed adding up to $200,000 from other available CIP funds to reach a workable construction budget.
Joe said all playground designs proposed would meet ADA, ASTM and CPSC standards and explained surfacing choices: poured-in-place rubber reduces annual maintenance compared with loose-fill wood fiber but costs more up front. He estimated a full preferred design at roughly the higher end of proposals but offered ways to value-engineer the plan to meet a $320,000 target by reducing poured-in-place square footage or substituting alternate equipment.
Board members raised repeated concerns about drainage in the existing playground footprint. Joe recommended a mitigation package — removal of decomposed mulch, a 6-inch stone subbase, a French drain along the existing curb, regrading and minor saw-cut reliefs — that he said would reduce standing-water problems; he provided a line-item drainage estimate for the proposal and said the poured-in-place plus described drainage work would likely solve the issues. He also said the vendor could relocate the playground to a better-draining site if the board preferred, but that would require surveying and would likely delay construction.
For schedule, Joe told the board he could meet a summer installation window if the county moved quickly to order equipment; new equipment lead times have improved and projects are being scheduled for summer. The board asked Joe to provide a site drawing and equipment list scaled to a $320,000 budget and to work with the superintendent’s office so the board could evaluate a final plan at the upcoming CIP public hearing.
The board did not vote to finalize funding at the meeting; members directed staff to obtain a site plan for the $320,000 scenario and to revisit the playground at the CIP hearing.
