Goodhue County planning staff presented a request from homeowners Dana and Carol Frederickson to rezone a roughly 4.8-acre homestead at 199 County 10 Boulevard from A3 (urban fringe/agricultural) to R1 to allow the homestead lot to be split from an approximately 111-acre farm.
The staff presentation said the A3 district requires a minimum lot size of 35 acres, so the proposed split cannot be finalized until the county approves the rezoning; the certificate of survey and deeds have not been recorded. Staff told the board the planning commission held a public hearing at its November meeting and is forwarding a recommendation of approval.
The board opened a public hearing, offered three opportunities for testimony, recorded no speakers, closed the hearing and then approved the map amendment. The clerk called the vote by voice and the motion carried.
Why it matters: the rezoning allows the Fredericksons to retain the homestead while selling the farmland; staff noted surrounding land is largely A3 with some nearby R1 homes and that the property lies about one-third of a mile from the city limits of Zambroda (as noted in the staff report). The staff report said the site has road access from County 10 Boulevard and contains no mapped floodplain, shoreland, bluffs, mining sites or utility-scale solar or wind facilities that would preclude residential zoning.
The board took no additional conditions beyond the usual platting and recording steps associated with a future split. The motion to approve the map amendment was adopted by voice vote; no roll-call tally was entered in the minutes.
Next steps: staff will work with the Fredericksons on the survey and, if the rezoning is recorded, the deed and subdivision paperwork required to finalize the lot split.
