County planning staff reviewed an interim use permit request from property owners Josh and Sarah Bcher to operate a tier-three home-based business at 23830 County 42 Boulevard in Zamroa Township. Staff said the business will involve fabrication, manufacturing and assembly of seed-processing machinery, will be primarily managed by Sarah Bcher, and may start with two nonresident employees with the possibility of up to 10 under the tier-three classification.
Staff described site visits and recommended conditions intended to limit neighborhood impacts: a maximum of 10 nonresident employees, no more than 7,200 square feet of indoor gross floor area dedicated to the business, screening of exterior operations from public view, dust-control measures on County 42 Boulevard if complaints arise, and a building-permit requirement for the change of use. Staff noted the original building was permitted as an agricultural-exempt structure in 2014 and that the IUP would expire upon transfer of ownership to parties unaffiliated with the applicants unless administrative criteria for continuation are met.
The planning commission recommended approval; a motion adopting the planning commission’s recommendation and the findings of fact was approved by the board by voice vote.
Why it matters: the action permits a small manufacturing use in a rural area under strict conditions intended to limit traffic, noise and other impacts on neighbors. The board’s approval includes standard conditions to allow the county to revoke or limit the permit if conditions are not met.
