Executive Director Tammy O’Neil and the social studies adoption team recommended that the board adopt Teachers Curriculum Institute (TCI) History Alive as North Clackamas School District’s 6–12 social studies instructional materials. The recommendation follows an ODE‑approved materials review, local scoring by teacher committees, and student pilots involving 577 students.
Adoption leads emphasized that the district used ODE’s iMET review as a starting point and applied a local rubric that prioritized supports for English learners, multiple perspectives, literacy integration and opportunities for in‑depth student projects. Staff reported that TCI scored highly on those local priorities in the evaluation rubric and performed well in student pilot surveys and teacher reviews.
Staff said the recommended purchase would include class sets of textbooks plus digital access for staff and students, and that district teachers will continue to use ODE’s tribal history/shared history lessons and other state resources as required. Board discussion covered curriculum costs, bilingual availability (staff said TCI materials are available bilingually across teacher and student editions), potential gaps in local Oregon history, and plans for teacher‑led supplements to address district‑specific topics.
No final adoption vote was recorded at the May 7 meeting; staff said community review remains open online and that the recommendation will return to the board for consideration in the formal adoption process.
