The Troy Zoning Board on an administrative vote approved a use variance to convert a single-family dwelling at 1800 Mount Saint Mary’s Ave into a two-family home.
A planning staff member explained there is an existing gravel pocket at the site and that if the applicant formalizes parking it must meet front-setback rules and be an approved surface. The board first moved and approved a SEQR finding, treating the proposal as an unlisted action with sufficient information for a negative declaration.
A board member argued the property could not provide a reasonable return without the variance and described the hardship as unique; another board member seconded the motion to approve the use variance for PLZDA20260015. The board recorded an approval after the motion was called.
Because the applicant may later change parking or add paved spaces, staff advised the applicant to submit final site drawings to planning and the building department; any additional parking that encroaches inside the 30-foot front setback would require further review. The approval allows the property owner to proceed with building-permit plans subject to those building-department checks.
The board’s action completes the local zoning steps for the conversion; building-department permitting remains the next step for any site-work or parking changes.
