District facilities staff recommended the board approve targeted restoration of the high‑school roof after infrared testing identified roughly 4,800 square feet of wet insulation beneath the membrane.
Mr. Charles told trustees the high‑school roof is about 21 years old and that the recommended work focuses on remediation of wet insulation identified by infrared scan and application of a high‑performance roof coating. He said delaying the work risks reaching the point where a full deck replacement could be required and that a full replacement could cost two to three times more than the recommended restoration.
Procurement and cost: district procurement solicited bids through a cooperative purchasing program. Mr. Charles reported Progressive Roofing submitted the lowest qualified base bid at $1,175,370. The scope described in the presentation included removal of the wet insulation areas, localized repairs and application of a coated roofing system that carries a 25‑year warranty.
Health and safety: when asked about possible indoor air quality or mold concerns related to wet insulation, Mr. Charles said decking below appeared sound and that the identified issue is localized to insulation layers under the roofing membrane.
Next steps: the recommendation was presented as a vote item for the board’s upcoming voting meeting. Administrators said any grant funds won in the fall would be applied to the district’s capital plan and could reduce future roofing scope.
