Manteca planning commission finds five‑year Capital Improvement Program consistent with general plan

The Manteca Planning Commission voted unanimously to find the proposed five‑year Capital Improvement Program (CIP) not a project under CEQA and to adopt a resolution that the listed CIP projects are consistent with the Manteca 2043 General Plan.

Associate planner Joe Brack presented the CIP and told commissioners the document outlines 256 projects totaling approximately $690,000,000 over five years, focusing on utilities, roadways, facilities and other capital improvements. Brack emphasized that the CIP is a planning and budgeting document and that each individual project will undergo separate implementation review and, when applicable, environmental review.

Commissioners asked about how projects are categorized within the CIP (for example, some water and wastewater projects appearing under the capital improvement category rather than a separate water category); staff replied that departments submit project lists that are consolidated by fiscal and that larger projects are typically shown under capital improvements while smaller items may be placed in an 'other' category.

Vice Chair Jimenez moved to find the CIP not a project under CEQA sections 15060 and 15378 and to adopt the resolution finding fiscal‑year projects of the CIP in conformance with the general plan; Commissioner Mendoza seconded and the motion passed 4‑0.

The commission’s determination addresses general‑plan conformity only; budgetary decisions and allocations remain with City Council and implementing departments.
