The Delaware County Regional Wastewater board approved a final master services agreement with SRRI related to a Lean Assist program and authorized two Commonwealth invoices tied to recent rehabilitation projects, staff reported at the March meeting.
Jason Brooks, who presented the Commonwealth invoices, said the Delville Interceptor rehabilitation work is complete and the Kamak-area rehab is in final closeout; one invoice amount was reported in the meeting as approximately $28,367.77. The board approved payment of both invoices.
Staff also presented a collections update: the disconnect list across the service area stood at about $1,037 as of the day before the meeting, down from more than $6,000 the previous month. Staff noted one disconnection and one reconnection during the prior month and reported completed concrete work at the Delville White Castle lift station; new pumps, base plates and a control panel are pending supplier installation this month. A new float system installed at the Rorton-area lift station is intended to reduce rag-related pump problems.
On the Delville Interceptor, crews cleared roughly the first 1,000 feet and removed large trees, staff said; easement maintenance quotes were being gathered to manage overgrown segments west of 69 toward Chesterfield. Staff said they had also worked on an Ashton-related easement and were following up on outstanding documents related to Wson's with council.
Separately, staff described an ongoing arbitration scheduling process with MSD. The board asked for delayed arbitration dates to allow time to negotiate a potential rate; staff said any negotiated rate would be documented in an addendum or amendment and targeted an addendum and rate approval for the May meeting. If the board approves a negotiated rate, arbitration would be called off.
On capital funding, staff reported the SRF application for the Westdale project has been submitted. The district is contributing $1 million toward the estimated $5 million project (including a $500,000 contribution from the Delaware County redevelopment commission). Staff said they also submitted a request for $3.9 million in congressional direct spending through Senator Young’s office; decisions on that request were expected by early summer. Staff described a phased approach (first addressing the segment from 600 to Gaston, then advancing to 69) designed to strengthen grant and congressional funding prospects.
Communications staff reported outreach metrics: 2,010 successful email deliveries, 511 opens, 27 link clicks and four unsubscribes for the district’s monthly email, along with increased website views and several accessibility fixes.
The board had no additional committee reports and adjourned after routine closing business.
