Linda Hodes and Michelle Wells of Guest said the nonprofit operates a year-round day shelter and a winter overnight shelter serving the Northern Neck region; they requested $5,000 in county support for FY27 to improve outreach, referrals and coordination for Lancaster County residents.
Wells said Guest operated an overnight winter shelter this season that served 51 people, an 18% increase over the prior year, and that four of those people were Lancaster County residents. She said three of the four Lancaster guests were aged 60 or older and all four presented mental-health and substance-use concerns. Guest said that transportation remains a major barrier: a Bay Transit trip from Lancaster to the shelter in Gloucester can require multiple transfers and take hours.
Guest reported a 2026 operating budget of about $293,000, with roughly 40% of that provided as in-kind support; the winter program relied on donations and volunteers (204 volunteers recorded this season providing about 3,900 volunteer hours). Wells said Guest had assisted two Lancaster residents to return to housing during the season, and noted one remaining person who "remains homeless and most likely will not be able to return to Lancaster" because of severely constrained local housing and income.
Board discussion focused on how referrals are handled and how the county and local agencies can strengthen coordination. Wells said callers can reach Guest directly or call Bay Aging for a referral; the presenters said they will provide better local advocacy if the county contributes funds to improve coordination.
Next steps: the board indicated general support and will consider the annual funding request during final budget deliberations.
