The Menifee City Council voted to adopt a resolution implementing an initial 2.6% construction-cost index (CCI) adjustment to the Western Riverside County Transportation Uniform Mitigation Fee (TUMF) and introduced an ordinance to update residential land-use definitions.
Chris Jensen, a city staff member presenting the item, said the ordinance amendments are intended to clarify what constitutes single-family and multi-family residential units — including treating accessory dwelling units as exempt from TUMF — and to establish an automatic annual CCI adjustment so fees better track construction costs.
Jensen said the initial CCI will take effect July 1 at 2.6% and that future annual adjustments will be set at the lower of the blended change in selected construction indices (National Association of Realtors and ENR) or 5% (the cap). Cameron Brown, program manager from WRCOG, was present to answer technical questions.
The council opened a public hearing; no members of the public spoke on the item. The council adopted the implementing resolution and introduced the ordinance by roll-call votes recorded as 3-0.
What it means: With the ordinance change and an automated CCI, future TUMF fee updates should occur regularly without separate council action each year; the resolution will not take effect until the ordinance’s second reading and final adoption.
