Bullhead City has adopted and publicized an ordinance that requires operators of rented personal watercraft (PWC) to wear wristbands certifying they have watched the city's safety video and signed a consumer protection form, city presenters said.
The requirement, outlined in a city message, applies to all rented PWCs and carries possible fines or other penalties for noncompliance. The video and accompanying materials were presented as part of an effort to reduce accidents that officials say occur frequently during the summer months when the Colorado River draws large numbers of visitors.
"Per city ordinance, all operators of rented personal watercraft, PWCs, are required to wear wristbands, signifying they have watched and understand the safety video in its entirety, and they have signed the consumer protection form attesting to that fact," the presenter said.
Police Chief Robert Trebes, who introduced the video, said many watercraft accidents are preventable. "Many of these accidents can be avoided by learning and practicing simple boating safety rules," he said, urging viewers to use the city's materials and take boating-safety courses.
The video details operating rules the city recommends: maintain at least 60 feet between PWCs when traveling above wakeless speed, keep the shore to the right in the established counterclockwise traffic pattern, avoid sharp turns that could surprise or spray other boaters, and pass well clear of other watercraft. It also emphasizes that certain areas near launch ramps and Community Park are designated no-wake zones.
Viewers were reminded that life jackets must be worn by everyone on a PWC, to stay hydrated in summer heat and to designate a sober operator: "Boating while intoxicated is not just unsafe, it's illegal," the presenter stated.
Chief Trebes closed by encouraging further training: "It is our goal to help you avoid tragedy by being an educated and safe operator. I encourage you to continue your education by taking boating safety courses." The city directs residents and renters to its website for more information and to rental companies for model-specific operating demonstrations.
