The Pasco County Planning Commission on April 22 continued two major development items to a June 11, 2026 hearing in Dade City and approved its consent agenda, commission members said.
Gianna German of Planning, Development and Economic Growth told the commission that PC1 (PDE 260437), a small-scale comprehensive plan text amendment related to the Two Rivers area, and PC2 (PDE 267856), a companion MPUD rezoning application by EPG Two Rivers Development LLC, asked to be continued. Staff described PC2 as a substantial modification proposing up to 4,047 single-family homes, 2,500 multifamily units, roughly 1,335,000 square feet each of office, industrial and retail, a 300‑bed assisted living facility, 480 hotel rooms and a 35‑acre recreational water park on about 3,396 acres in southeast Pasco County along State Road 56. The commission moved to continue both items to the June 11, 2026 meeting in Dade City; the chair announced the motion carried.
Also on consent, staff presented PC3 (PDE 260356), a comprehensive plan amendment for Revillo Ranch (CPAS 2513) proposing changes to village mixed‑use and residential conversion charts; PC4/APC7 (PDE 260033 / PDE 267877), the Palmetto Ridge MPUD substantial modification proposing roughly 2,800 residential units and 100,000 square feet of commercial uses on about 3,536 acres in north‑central Pasco County; and PC5 (PDE 250193), a development agreement with Highland Homes/Clayton Properties Group to construct part of Hidden Creek Boulevard in exchange for transportation development fee credits. A motion to approve the consent agenda (PC3, PC4, PC5 and APC7) passed on a voice vote.
The chair read procedural instructions at the meeting start, and the clerk confirmed proof of publication for the agenda. A member of the public, Nancy Hayeswood, used the general public comment period to thank commissioners for their action on the St. Joe Road project that she said protected a rural neighborhood.
The continued items will return for full consideration on June 11, 2026 in Dade City. The consent recommendations will be transmitted to the Pasco County Board of County Commissioners for final action.
