City staff presented a preliminary capital-improvement program (CIP) update tied to enterprise funds and highlighted projects that will affect municipal utilities.
Presenter (speaker 9) told the board the Highway 99 widening and Page Avenue interchange project will require relocation of at least one existing sewer main beneath Highway 99 and a segment of water main adjacent to the TID Canal because of a conflict with new bridge abutments to be constructed by Caltrans. “This project requires some relocation of city utilities,” the presenter said, noting the relocations will be a project cost and scheduling consideration for the city.
Presenter (speaker 3) and presenter (speaker 9) also summarized major CIP items: a domestic plant expansion (FY27 cost presented at about $275,000 with a five‑year projected total of roughly $89.5 million for that project), planned digester and flare replacements, and a portfolio of sewer/wastewater carryover projects. Staff presented proposed sewer/wastewater spending of roughly $16.3 million for FY27 and a five‑year sewer CIP total near $125.5 million.
Staff cautioned that many CIP items are carryovers and that final FY27 allocations will be refined in the coming weeks. Board members asked clarifying questions about project timing and future CIP slides; staff said they would provide additional detail and highlighted that some projects are funded by multiple enterprise funds.
