The City Council voted to permanently vacate a segment of Campbell Street that runs through the Roseville High School campus and to quitclaim the abandoned right-of-way to the Roseville Joint Union High School District while reserving public-utility and emergency-vehicle easements.
Planning staff presented findings from a Kimley-Horn traffic study and an addendum to a previously adopted mitigated negative declaration; staff said peak traffic patterns would not change during school-day peak hours because that section has been closed during those windows for decades, and anticipated surrounding roadways would continue to operate at acceptable levels (level of service A or B) for large events with recommended traffic-management measures.
Representatives from the school district and Roseville High School staff said the permanent closure will improve campus security, allow creation of a centralized quad that improves student supervision, and will not block access for large events after implementing signage, additional parking areas and outreach to neighbors. The district also said it has added roughly 269 parking spaces and will provide event notices to neighbors.
Council adopted the resolution after a motion and second; the resolution authorizes the city manager to execute the quitclaim deed and related documents and records the vacation with the Placer County recorder. The city will retain easements for underground utilities and an emergency access Knox-style key or similar arrangement.
