Greenville City Council approved a broad slate of ordinances and resolutions, voting unanimously on a series of appropriations, transfers, contracts and labor agreements at the March meeting.
Council suspended rules and adopted a supplemental appropriation ordinance and a transfer ordinance that moved $2,500,000 into the Waterworks capital fund for the east water tower/industrial park project. The council also approved a pay application for Landmark Structures ILP for $1,158,178.80 related to the water tower east project.
Other approvals included authorizing the Safety Service Director to contract with Choice One Engineering for sanitary sewer improvements at the water treatment plant and accepting a bid from Judy Ex Excavating LLC for the water treatment plant lime slaker replacement in the amount of $547,500. The council authorized contracting with Jones and Henry Engineers LTD for engineering consultation on lime feed construction and approved a contract with Fitzwater Tree and Lawn (leaf, limb and brush disposal).
The council also authorized the mayor to hire outside counsel for litigation related to the presence of PAS and adopted revised transit policies including Title VI, ADA, vehicle maintenance and other operational plans.
On labor matters council adopted three collective bargaining agreements retroactive to Jan. 1, 2026: the Greenville Patrol Officers Association (FOP), International Union of Operating Engineers Local 20 (water/water reclamation workers), and the Greenville Professional Firefighters Association (IAFF Local 1101) on behalf of emergency communications operators. Each vote was recorded by roll call and carried by unanimous votes reported during the meeting.
The council unanimously adopted a resolution to waive certain sewer charges for a specific property (319 South Broadway) related to an interior basement leak; staff explained the sewer portion was forgiven because the leak did not flow into the sewer system.
Councilmembers made several routine acknowledgements and accepted the Utilities Committee report recommending a water and sewer hookup at 7035 State Route 121 North at the rates reported in the committee recommendation. President Schmidt closed the meeting after thanking staff and recognizing outgoing and transitional local nonprofit and municipal leads.
